The centers are considered legal entities with their own seals and bank accounts, which can provide applied computing and foreign language courses.

The Ministry recognizes both public- and private-owned centers with the former funded by state budget and the latter by individuals and social and professional organizations.

Their curricula should be tailored to learners of various localities across the country and regularly updated, it says.

Those centers are allowed to run in-service training programs, distance learning courses, tutoring sessions, and a possible combination of these forms. The Ministry stipulates that they must announce a detailed schedule to learners before a course commencement.

Examinations and certification are to be issued in accordance with the Ministry’s regulations.

The above requirements and guidelines will come into effect as of March 15.

Vietnam’s national education system currently includes pre-school education, primary schools, secondary schools, high schools, and higher education.

Its formal education consists of twelve years with the first five years for primary education, the next four years for secondary education, and the last three years for high school education.
