VietNamNet BridgeThe Communist Party of Vietnam Central Committee (CPVCC) closed its eighth session on Oct. 4 after three days of discussing the country’s socio-economic performance and State budget in 2008 and directions for socio-economic development plan

In its communique released the same day, the CPVCC pointed out that the country has been implementing its 2008 socio-economic plan amidst complicated economic developments on both national and global scale.

Recognising those difficulties, the CPV’s Political Bureau issued Conclusion 22-KL/TW on April 4, 2008, which served as the basis for the Government to outline eight groups of solutions to control inflation, stabilise macro-economy, and ensure social welfare and sustainable development in its resolution 10/2008/NQ-CP issued on April 17.

In this direction, the National Assembly revised down this year’s GDP growth rate target from the initial 8.5 percent to 7 percent in addition to striving to rein in inflation in the remaining months of the year.

With such high determination of the Party, the National Assembly and the Government plus aggregate efforts by all sectors, branches, businesses, and consensus and support by the entire people, the country has made positive progress although difficulties and challenges still remain ahead, the CPVCC said.

Those achievements include initial results in taming inflation and securing macro-economic stability, and a good economic growth rate.

Besides, due attention has been given to social welfare activities, education-training, healthcare, culture, information, and the environmental protection, resulting in further improvements.

The administrative reform, the fight against corruption and wastefulness and the practice of thrift have made headway while foreign relations and international economic cooperation have reaped many encouraging outcomes.

As a result, political and social stability have been maintained, security and defence sustained and social order secured, the CPVCC noted.

It further added that those results have helped the Party and the State gain valuable experiences on leading and managing the socialist-oriented market economy in the course of international integration.

Based on its forecast and analysis of the national and global situation and the country’s 2006-2010 socio-economic development tasks, the CPVCC defined general goals for the country in 2009 with top priority continuing to be controlling inflation to achieve one-digit inflation rate by 2010, thus gradually stabilising the macro-economy. Social welfare should be further improved and the growth rate to be kept at an appropriate and sustainable level.

Additionally, the CPVCC also called for higher effectiveness of international cooperation and economic integration, political stability, and strong defence, security and social order in order to accomplish the 2006-2010 socio-economic development plan formulated at the 10 th CPV Congress.

In his speech to close the session, Party General Secretary Nong Duc Manh said to achieve those goals, strong leadership is needed in the implementation of monetary, credit and fiscal policies to contain inflation and stabilise the macro-economy.

Any difficulties and hindrances should be removed promptly to promote investment and production and raise the quality and efficiency of the economy so it can maintain an appropriate growth rate.

The Party chief stressed on the necessity to accelerate exports and control imports to narrow the trade deficit, carry out the 7th CPVCC resolution on agriculture, farmers and rural development as well as social welfare policies to eliminate hunger and reduce poverty.

He referred to more State investment and the society’s involvement in improving the quality of education, health care services, culture, scientific and technological research, and the protection of the environment.

While reinforcing the administrative reform and the combat against corruption, wastefulness and bureaucracy and encouraging the practice of thrift, the nation needs to forward foreign cooperation and international economic integration, the Party chief said.

“It is particularly important to better the quality and efficiency of education and communication drives to gain consensus among the Party, the people, the army and all sectors and branches to seize opportunities and overcome challenges to fulfill the set tasks,” Manh said.
