Ministry of Science and Technology.

PM Nguyen Tan Dung has signed decisions to appoint new
deputy ministers for the Ministry of Defense, Ministry of Home Affairs and
Ministry of Science and Technology.

Tran Anh Tuan, Rector of the Institute for State Organization Sciences, is
nominated as Deputy Minister of Home Affairs.

Tran Van Tung, Chief of the Personnel Department of the Ministry of Science and
Technology, is appointed as the Deputy Minister of Science and Technology.

The Central Military Party Committee and the Ministry of Defense on July 4
announced a decision by Prime Minister Nguyen Tan Dung to appoint 8 high-ranking
positions in the Vietnam’s People Army.

Accordingly, the Prime Minister appointed Lieutenant General Nguyen Thanh Cung,
Vice Chairman of the General Department of Politics of the Vietnam People’s
Army, as Deputy Defense Minister; Lieutenant General Luong Cuong, Political
Commissar of Military Zone 3, as Vice Chairman of the General Department of
Politics; and Major General Dao Duy Minh, Political Commissar of Military Zone
5, as Vice Chairman of the General Department of Politics.

Major General Nguyen Thanh Thuoc, Deputy Political Commissar of Military Zone 3,
was promoted to Political Commissar of Military Zone 3; Major General Dinh Van
Cai, Political Chairman of Military Zone 9, was appointed as Political Commissar
of Military Zone 9; and Major General Nguyen Sy Thang, Deputy Political
Commissar of Military Zone 1, was promoted to Political Commissar of Military
Zone 1.

Along with these six general officers, Colonel Tran Quang Phuong was promoted
from Political Chairman of Military Zone 5 to Political Commissar of Military
Zone 5 and; and Colonel Do Can, Political Chairman of Military Zone 3, was
appointed as Deputy Political Commissar of Military Zone 3.

The two Colonels were also promoted to Major Generals.

Earlier, PM Dung signed decisions on retirement for Deputy Minister of Health,
Nguyen Ba Thuy, Deputy Minister of Home Affairs, Tran Huu Thang, and Government
Vice General Inspector Mai Quoc Binh.

In related news, PM Dung assigned the Ministry of Home Affairs to prepare the
government personnel plan to submit to the upcoming National Assembly session,
which will take place within two weeks, starting from July 21.

During the session, the NA will spend up to 11 days to elect the NA Chair and
Vice Chairs, members of NA Committees, the State President and Vice President,
the PM, the Tribunal President of the Supreme People’s Court and the Chief
Procurator.

The NA will also ratify the organization and structure of the cabinet, the
appointment of Deputy PMs, Ministers and other cabinet members. The new NA
Chair, new State President and new PM will be presented at the session.

Also, the 13th NA will consider the law-making agenda 2012, the implementation
of social-economic development plan and state budget in the first half of 2011
at its first session.
