Qui was reportedly driving a four-seat car towards neighboring An Giang Province when he hit a motorbike carrying three people traveling in the same direction on February 4.

The motorbike driver, Nguyen Van Nam, had broken ribs, To Thi Oanh broke her arm, and a young girl suffered head trauma and was hospitalized.

Instead of attempting to help the victims, Qui drove away.

On the way back from An Giang to Can Tho, Qui hit a bicycle also traveling in the same direction, and fled the scene once again.

When local police stopped Qui and required alcohol test, he turned them down and refused to sign the report. He reportedly had abusive words with the traffic police and threatened to bring them to court.

After the incident, Qui was fined VND6 million (US$286).

Authorities also suspended his driving license for 60 days between February 4 and April 5. Qui must pass a driving test in order to reinstate the license. However, Qui has yet to take the driving exam.
