Besides the State-managed artist training agencies such as the HCM City and Hanoi Stage and Movie Colleges, Army Art College, Hanoi and HCM City Culture and Art Colleges, Hanoi and HCM City Conservatories of Music, many private training centres have been opened in Hanoi and HCM City. Some names are Viet Film, Vietcast, MTS, Ly Nha Ky, John Robert Powers, HK, PL, Elite Vietnam, Sena Film, Blue Music, Gold Fish, and Music Box Entertainment among others.

According to the HCM City Department of Labour, War Invalids and Social Affairs, only the John Robert Power centre is licensed to train master of ceremonies and models, and several others are permitted to train singers in the city. The remaining centres are running illegally.

“It is no problem if companies and private training centres train artists to serve their demand, but it is illegal if they train for the society,” said Nguyen Thanh Hiep, Chief of the HCM City Department of Labor, War Invalids and Social Affairs’ Vocational Training Division.

The HCM City Department of Culture, Sports and Tourism is now in charge of overseeing the implementation of performance organizing rules, while the HCM City Department of Social, War Invalids and Social Affairs oversees the implementation of the rules on vocational training.

However, none of them controls the training quality at private training centres since these centres are not licensed to offer training services. Sena Film is the first private film company that applied for a license to train actors.

“According to regulations, vocational training centres must meet some conditions, which are set by the Department of Labor, War Invalids and Social Affairs. The Department of Culture, Sports and Tourism only combines with the Department of Labor, War Invalids and Social Affairs to make these conditions more effective,” explained Vo Trong Nam, chief of the HCM City Department of Culture, Sports and Tourism’s Art Management Division.
