New decree lays down rules for privately-owned libraries

VietNamNet BridgePrivately owned libraries can access book transfers from State-owned counterparts under a Government decree that provides the framework for their operations.

A reader peruses ancient books at the National Library. The Government is encouraging both State-owned and private libraries to develop.

The decree, issued last Tuesday, requires a private library to have at least 500 books and a regular publication, professional librarian management and sufficient area to accommodate the collection and at least 10 readers.

The library should also be equipped with necessary fire fighting equipment like hoses and extinguishers.

Registered owners of private libraries must be Vietnamese nationals who are at least 18 years old with a working knowledge of libraries, while the staff should be at least high school graduates with necessary training in library science.

The staff can get free admission to training courses in library science held by local cultural departments.

The government will encourage and assist with the application of information technology in private libraries.

Privately owned libraries have to register their details with local cultural departments.

So far, the country has around 20 private libraries, which allow both on-site reading and borrowing facilities.

Most of them are in the provinces of Hung Yen, Hai Duong, Thai Binh in the north, Ha Tinh, Binh Dinh in the central area and Tay Ninh, Ben Tre, An Giang and Tien Giang in the south.
