The province’s Vice Chairman and Head of the organizing committee, Le Xuan Than, said the festival’s programs will be open free of charge to all residents and visitors.

During the festival, the Khanh Hoa People’s Committee will also hold a function to announce the Prime Minister’s decision to upgrade Nha Trang to a first-grade city.

The PM signed a decision to this effect on Wednesday.
