VietNamNet Bridge
- The first culprit who scattered nail on HCM City
streets to make money out of mending their flat tires or selling new tires at
exorbitant prices was seized on March 15.

During their patrol on Nguyen Van Ba Street, Thu Duc District,
local police caught Phung Anh Tuan with a lot of nails on him.

Tuan, 33, from northern Ninh Binh province, who resides in
the district’s Linh Chieu ward, is a motorbike repairer.

Searching Tuan’s house, the police found a large quantity of
nails as well as a full set of motorbike repair tools.

Tuan was detained immediately afterwards.

At the police office, Tuan pleaded guilty to scattering
nails on some streets in the district.

In a related development, Binh Duong police have concluded
that “nail traps” were responsible for a traffic accident killing one man and
injuring another in the province’s Di An town last year.

On July 4, 2010, Dao Xuan Bac, 25, was riding a motorbike
carrying Tran Van Thao, 27, on National
Highway 1A, when their vehicle ran over a nail on
the road and lost its balance.

Bac lost control over the vehicle and consequently they were
both run over by a truck from behind.

The accident killed Thao instantly and seriously injured
Bac.

It was the first traffic accident caused by “nail traps” in
the province, the local police said.
