will be submitted to the government for consideration and approval in the third
quarter 2011.

Experts met in Hanoi
earlier this week to consider and contribute opinions to the draft degree.

At the meeting, Deputy Minister of Culture, Sports and
Tourism Le Tien Tho, said “management of performing clothes, hairstyles, etc.
of artists had been discussed at the National Assembly several times. At present,
artists still control their costumes, styles, etc. by themselves.” Tho said,
that it is necessary to manage artist’s clothes through censorship of art
shows.

The official said that the Performing
Art Agency,
which licenses art shows, is responsible to ask artists to wear costumes that
are suitable to Vietnam’s
habits and customs.

Deputy Minister Tho said, that it is needed to ban artists
from wearing performing clothes which are so sexy and expose their bodies a
lot. However, it is very difficult to legalize how short and how revealing
clothes that artists are allowed to wear on the stage, so this is the
responsibility of show licensing agency to remind artists of their behaviors.

Tho emphasized that cultural inspectors must strengthen
their activities. Local departments of culture must inspection shows after
granting licenses.

Do Manh Hung, Deputy Director of the Department of
Culture-Sports-Tourism of Hung Yen province, said that it is the time to
control artist’s performing costumes, but it must depend on each show and the
place where the show is performed.

“There are dances that require dancers to wear short and
revealing clothes, or if Vietnamese artists perform in an international music
show, we can’t ask them to wear clothes up to Vietnam’s customs and habits,” Hung
said.

According to Hung, there is a fact that provincial
departments of culture, which grant licenses for art shows, only pay attention
to the contents of art shows, not the costumes of artists.

Hung also said, that to get show licenses, show organizers
must introduce the entire show to censors, but they often change the show
details after that.
