The Vietnamese Government has approved the strategy on raising the comprehensive development of physical strength, brainpower and morals of Vietnamese.


The general goal on developing Vietnam’s human resources in 2011-2020, is turning human resources as the foundation and the most important advantage to develop the country in a sustainable way.

The strategy points out eight specific goals on physical strength, stature, brainpower, will, capability and morality. Vietnamese are able to teach and train themselves, to be active, creative, well-trained and highly skill, to quickly adapt themselves in new living and working environments.

Specific targets for the next ten years include: the average height of Vietnamese youth will increase from 1.61cm at present to 1.65cm, average lifespan will rise from 73 to 75, the ratio of malnourished children of less than five will reduce from 17.5, to less than 5 percent.

According to a survey by the National Institute for Nutrition, in the last decade, Vietnamese heights increased only 1cm, while it was over 2cm for Thai and Chinese people.

The new goals are said to be very high: rate of vocationally trained people to rise from 25 percent at present to 55 percent, to have over 10 vocational schools and four universities that meet international standards, from zero at present, the number of college lecturers to double, the IT human resource to increase by three folds, etc.

To achieve the above targets, the strategy sets some solutions and key projects to improve the quality and effect of foreign language teaching, especially English, to turn Vietnam into a strong country in information technology, to develop the human resources, etc.
