NA Deputy Chairman Uong Chu Luu said the document was very important and decisive as the draft was based on the practical experiences gained and new requirements of administration reform were also taken into account.

Deputy Bui Thi Hoa from Dak Nong Province, said it was necessary to have a regulation on entrance standards, training content, and classification of officials and staff.

Hoa proposed to centralise the administration of officials and staff, and set up one body which would decide who qualified to be State employees, thus avoiding conflicting decisions by different agencies.

Deputy Nguyen Thi Hoa Binh, from Cao Bang Province, agreed with Clause 39 on ways to enrol officials and proposed that the Government issue concrete regulations on competitive examination to select officials and public servants as soon as possible.

As for commune-level officials and staff, Nguyen Huu Phuoc from Ben Tre Province said that it is necessary to build a group of qualified officials and staff who were professional and effective in local activities.

A finance ministry report shows that there are more than 10,000 commune-level administrative units with 216,247 officials and staff on the State’s payroll.

Traffic law revision

On the same day, the National Assembly heard a brief report on a draft revised Road Traffic Law from Chairman of the NA’s Committee for Defence and Security Le Quang Binh.

Numerous deputies focused on policies for road traffic development and planning, regulations on alcohol concentration in blood, breath tests for vehicle drivers, land funding for road traffic infrastructure in urban areas, and the age and health status of drivers.

According to Deputy Chairman of NA Huynh Ngoc Son, NA deputies contributed their ideas on legal technology and proposed to put the law into effect before July 1, 2009.

Son said the NA Standing Committee would guide relevant sectors to continue adjusting and completing the draft law which was expected to be submitted to the NA for consideration and approval on November 13, 2008.
