“Ensuring and upholding human rights is both the target and impetus of the renewal cause in Vietnam, and that Vietnam’s efforts have resulted in a wide variety of achievements which have been recognised by the international community,” Dung stressed.

“Over recent years,” he said “the cooperative relations between Vietnam and the European Union (EU) have developed fruitfully in many fields. Vietnam and the EU are now negotiating a Partnership and Cooperation Agreement (PCA) with the aim of increasing bilateral ties to new levels.

“The agreement is initiated on the basis of benefits to both Vietnam and the EU in order to meet the two sides’ desires to further promote multi-faceted cooperation between Vietnam and the EU and to create a framework for the dynamic development of both Vietnam and EU in the new era,” he added.

“We hold that the two sides should continue with meetings and dialogues to deal with their differences and to increase their mutual understanding,” Dung concluded.
