The Ministry of Justice blamed the delay on the weakness of law enforcement offices. Several verdicts are said to be unclear and unpractical, causing difficulty for officers to have defendants enforced the verdicts.

Quality of training for judicial officers is now considered to temporarily settle the shortage, said the Ministry. The unenthusiastic behavior of officers is also blamed for the slowdown.

A low salary and bad allowances for officers in the judicial branch of the government are said to cause officers to not focus much on their jobs.
