Vietnam, Russia forge ahead with strategic partnership

VietNamNet Bridge – Russia considers the development of its strategic partnership with Vietnam as one of main priorities in its policies in Southeast Asia, Russian President Dmitry Medvedev said on October 27. The two Presidents agreed upon the need to further high-ranking political dialogues to exchange views on a number of issues relating to bilateral ties as well as international issues. They also stressed the necessity of comprehensive relations between the two countries’ parliaments, ministries, agencies, localities, social organisations and businesses. Both host and guest said that progress has been made in Vietnam-Russia ties, particularly in the areas of politics, diplomacy, security-defence, education-training and science-technology. The two leaders agreed that economic, trade and investment ties between Vietnam and Russia have undergone extensive development and agreed to expand cooperation in areas such as oil and gas, energy, manufacturing, mining, banking and telecommunications. The two sides reached unanimity in enhancing the role played by the Joint Inter-governmental Committee for Economic, Commercial and Science-Technological Cooperation in monitoring the implementation of existing signed agreements and seeking measures to address outstanding matters of mutual concern. The two leaders stressed the importance of further expanding traditional cooperation in education-training, culture and tourism, with the host expressing his willingness to continue assisting Vietnam in the training of personnel in various fields, including high tech, sports and the arts. President Triet proposed the establishment of a joint Vietnam-Russia university and his Russian counterpart agreed with the proposal. In an effort to facilitate bilateral cooperation, as of January 1, 2009, Vietnam will unilaterally grant entry visa exemption to Russian citizens for visits to Vietnam of 15 days or less, President Triet said, proposing that Russia reciprocate in facilitating the entry of Vietnamese nationals to Russia . Regarding the Vietnamese community in Russia, President Medvedev supported President Triet’s proposals, and pledged that Russia would actively support and create favourable and long-term conditions for Vietnamese citizens to live, study and work in Russia. President Triet invited the Russian President to visit Vietnam in the future. Following the talks, President Triet and President Medvedev witnessed the signing of a series of cooperation documents between the two countries, including agreements on the two governments’ cooperation in intellectual property protection, the prevention of illegal immigration, repatriation of citizens, and a protocol on the implementation of this agreement. The two governments also signed an agreement on temporary working visits by Vietnamese citizens to Russia and Russian citizens to Vietnam; and agreed to continue their cooperation in oil and gas exploration and exploitation through the Vietnam-Russia oil and gas joint venture enterprise, Vietsovpetro, and a medium-term joint action plan addressing trade and investment until 2012. The two sides also signed an agreement on cooperation in the sharing of information between the Vietnam News Agency and Russia’s ITAR-TASS, and a memorandum of understanding on cooperation in an investment project to build a bauxite and alumina mining and processing complex in Vietnam . During the visit, the two sides also concluded a number of agreements relating to cooperation in the oil and gas sector. Meeting with Russian Prime Minister Vladimir Putin, President Nguyen Minh Triet stated that Vietnam wants Russia to continue its achievements in sustainable development and fulfil its role as one of the world’s most powerful countries, making great contributions to global peace, stability, cooperation and development. Vietnam supports Russia in developing multi-faceted relations with the ASEAN bloc and other Southeast Asian countries, he added. He reiterated that Vietnam and Russia should strengthen their close working relationship through regional and international forums and organisations. PM Putin affirmed that Russia has always attached great importance to boosting its strategic partnership with Vietnam, particularly in areas that are the two sides’ strengths, and developing bilateral ties in economics, trade, and investment to the same levels as their political relationship. To mark the 91st anniversary of Russia’s October Revolution, President Nguyen Minh Triet, his wife and entourage paid tribute to the great leader of the Proletarian Class Vladimir Ilyich Lenin and laid a wreath at the Statue of Unknown Fallen Soldiers. Previously, the Vietnamese leader had received representatives from the Russian Overseas Petroleum Group, VympelCom, the Eye Microsurgery Complex and the Moscow Construction Group (MCG) in the Kremlin Palace. At the separate meetings, President Triet affirmed that the Vietnamese government will strive to create favourable conditions for foreign investors in the country, including Russian companies, and would formulate a range of policies to limit and share the risks for investors. Russian businesses place a high value on the transparency of Vietnam’s investment environment and several have expressed their wishes to become involved in a number of large-scale projects planned in Vietnam, particularly in energy, telecommunications, infrastructure, health care and tourism.
