Vietnam calls for civilians’ protection in Congo

VietNamNet Bridge – Vietnam’s representative to the UN Security Council (UNSC), Ambassador Le Luong Minh has urged all parties concerned to respect international humanitarian laws and ensure the safety of civilians and UN staff caught up in the conflict in the eastern region

The Vietnamese representative made the call at a UNSC meeting in New York on November 11 after expressing deep concerns over the continued fighting in eastern DRC and the deterioration of the humanitarian situation, particularly the displacement of hundreds of thousands of civilians and the killings of numerous others.

“We reaffirm our position that there can be no military solution to the conflict in the DRC and urge all parties concerned to resolve their differences by peaceful means,” said the diplomat.

He also called upon the DRC Government to promote an inclusive political dialogue and process, thereby facilitating the search for a long-lasting solution to the conflict.

“We call on the DRC and Rwanda to make the necessary efforts to strengthen the Nairobi and Goma processes,” Minh added.

He lauded recent efforts by the UN Secretary General, the European Union and African Union leaders to ease tensions between the DRC and Rwanda. Minh welcomed the outcome of the Nairobi Summit on November 7, which he expected to help promote confidence-building activities and facilitate the search for a comprehensive solution to the crisis.

“We continue to support the United Nations Organisation Mission in the Democratic Republic of Congo (MONUC) in the discharge of its mandated duties and we believe that MONUC should respond better to the needs of the local population,” he said.

“We support the reconfiguration of MONUC to enable it to better discharge its principal mandate of protecting civilians, particularly in Goma and North Kivu,” concluded the Vietnamese diplomat.
