Vietnam calls for further cooperation to reduce armament

VietNamNet Bridge – A Vietnamese diplomat has stressed the need of strengthening cooperation and coordination between the Security Council and other UN bodies in promoting collective security and armament regulation and disarmament.

Addressing a UNSC debate on strengthening collective through general regulation and reduction of armament in New York on Nov. 19, Vietnamese Ambassador and Permanent Representative of Vietnam to the UNSC Le Luong Minh said Vietnam was concerned over the excessive armament and military spending which can adversely impact global development, peace and security.

Ambassador Minh noted the constant rise in global military spending to more than a trillion dollars a year, nearly 40% more than 10 years ago.

“At the same time, nearly one billion people in the world are living in extreme poverty with all sorts of threats posed by global issues such as epidemics, environmental pollution, climate change and terrorism, the solution of which are encountering difficulties for, among others, the lack of funds,” he said.

The Ambassador stressed that the outbreak, continuation and intensification of hostilities in hot spots under the examination by the Security Council, especially in Africa and even in the heart of Europe recently, makes the commitment of UN Member States as enshrined in Article 26 of the UN Charter to promote the establishment and maintenance of international peace and security with the least diversion of armament of the world’s human and economic resources more pertinent.

Ambassador Minh affirmed that reduction of armament and development are two distinct, yet mutually reinforcing processes that are linked by security in all its aspects.

Minh said Vietnam also shares the widely-held view that measures aimed at achieving regulation and reduction of armament as a means to strengthen collective security must be based on and carried out in the spirit of multilateralism and in accordance with international law and the UN Charter.

He stressed the central role of the United Nations, especially the General Assembly and its disarmament-related bodies such as the Disarmament Commission and the Conference on Disarmament, the Peace Building Commission as well as regional and sub-regional organizations.
