Vietnam supports efforts to reform the UN Security Council towards higher transparency, democracy and efficiency, avoiding the overlapping of activities among UN bodies, a senior Vietnamese diplomat, said on Tuesday.

Ambassador Hoang Chi Trung, deputy permanent representative of Vietnam to the UN, made the statement during a General Assembly discussion in New York that focused on the Security Council’s work during the course of this year and the contents of a report on council reform.

Ambassador Trung said that the council should reform its organizational structure and working methods in order to better fulfill its tasks.

He added that the council should place limits on methods of punishment and speed up both dialogues and mediation.

The reforms should allow for increased representation on the council with an expansion of the number of permanent and nonpermanent members. This would create opportunities for additional countries, particularly developing nations, to be represented at the council.

During the discussions, several representatives from other member countries spoke highly of Vietnam’s initiative to obtain opinions and viewpoints from non-member countries in drafting the council’s annual report while it served as the President of the UN Security Council in August 2008.

They shared the view of a need to accelerate reform of both the council and the UN in general in order to address a number of outstanding issues regarding its organizational structure and increase its capacity to cope with new challenges.
