A majority of National Assembly deputies Wednesday called for an amendment to the ordinance on population which would limit the number of children to two per couple.

“It’s time to have a clear attitude toward this issue,” said NA Finance and Budget Committee Chairman Phung Quoc Hien at a NA Standing Committee session Wednesday. “Otherwise, the country will suffer consequences.”

An earlier report by the NA Social Affairs Committee had expressed concerns about a possible breach of the international convention relating to the right to have children.

Many deputies said the proposal would not breach international commitments because the commitment had to do with gender equality in having children, not the number of children per couple.

The Health Ministry has reported 552,000 Vietnamese babies were born in the first six months of this year, 5.4 percent higher than the same period last year. About 62,000 babies of these were born to parents who already had two children.

The deputies Wednesday also called for the abolishment of criminal court fees included in the draft ordinance on the issue.

Prosecuting and handling individuals for criminal liability is the responsibility of the state and those convicted already have to bear the punishment handed down by the court, according to the deputies.

Chairman of the NA Law Committee Nguyen Van Thuan, Chairman of the NA Finance and Budget Committee Phung Quoc Hien and Chairwoman of the NA Judicial Committee Le Thi Thu Ba all agreed that the collection of criminal court fees has proved very difficult to implement.
