NA Standing Committee meets to comment on six bills

VietNamNet BridgeThe 12th National Assembly’s Standing Committee opened its 15th session in Hanoi on Dec. 23 to give opinions on six bills to be submitted to the 5th NA session, which is scheduled for May 2009.

These include the revised Penal Code and the ones on judicial records, urban planning, state compensation, public debt management and overseas representative agencies.

The participants will comment on a draft ordinance on court fees and the revised ordinance on population and discuss the committee’s plan of activities for 2009. They will also scrutinise a decision to increase the jurisdiction of district-level courts, and approve a list of precincts and districts that will put an end to the operation of their people’s councils on a trial basis.

A government report on the implementation of the Personal Income Tax Law is also expected to be presented to the meeting.

During their first-day sitting under the chair of NA Deputy Chairman Uong Chu Luu, delegates discussed the amendments and supplements to the Penal Code.

Most agreed on the necessity to revise the Code and focused their opinions on abolishing the death penalty for some types of crime.

Many opinions agreed not to remove the death penalty for such serious crimes as embezzlement, bribery, destruction of key projects for national security, and sabotage of peace.
