Struggle against corruption becomes more effective

| VietNamNet Bridge - The prevention of corruption has achieved initial good results, showing the determination and effectiveness of the political system in Vietnam, said Vu Tien Chien, an official of the Central Steering Committee for Corruption Prevention and Control.
Mr Chien made the statement at a recent dialogue in Hanoi between the Vietnamese Government and sponsors. International organizations have lauded Vietnam’s efforts in this struggle over the past two years, during which the third resolution of the Party Central Committee has been carried out. The government’s inspectorate said that it dispatched 18 delegations to conduct inspections in the first nine months of 2008. Accordingly, violations concerning more than VND1,000 billion and US$45,647 as well as more than 8,000ha of land were discovered. The agency also handled thousands of legal complaints and suits, returned VND50 billion to citizens and proposed administrative punishments for 421 people. The Ministry of Public Security reports that in the reviewed period, it began 220 investigations and prosecuted 249 people on charges of corruption, receiving bribes, and abuse of authority. Some prominent cases attracting public attention include the 112 Project, Agricultural Material Corporation, Sugarcane Corporation No 2, Central Region Construction Corporation, and Dien Bien Phu Victory Monument. The government inspectorate said a new positive development is people’s increasing willingness to join the struggle against corruption. It received 6,700 letters of complaints from whistleblowers in 2007 and has received more than 8,000 so far this year. At the dialogue, some international organizations raised their concerns that some newly-established local committees for steering anti-corruption efforts are not as effective as they could be as they are headed by provincial people’s chairmen. Regarding this, the Central Committee for Corruption Prevention and Control said these committees are aimed at boosting and coordinating efforts in fighting corruption and are not intended to replace specialized agencies in the field. Moreover, there are already supervision agencies at the central level, which can deal with corruption cases involving chairmen of the provincial People’s Committees. Other participants in the dialogue wonder about the decline in detected cases of corruption. Governmental Inspector General Tran Van Truyen responded by saying that it’s necessary to have a full view of the whole anti-corruption system. The government, headed by PM Nguyen Tan Dung, is determined to fight corruption and there is no limit to this struggle, the Central Steering Committee for Corruption Prevention and Control stressed. This determination is shown in the fact that the Government has completed its draft national strategy for corruption prevention until 2020 and that the National Assembly is proposing a specific law be hammered out to concretize the United Nations’ stipulations on the supervision of civil servants’ assets. Rolf Bergman, Swedish Ambassador to Vietnam highly praised Vietnam’s efforts to build the public sector while keeping corruption under control. The anti-corruption struggle poses more challenges than others because the subjects are people in high position so they are not willing to take part in the struggle and may even obstruct it to protect their position. Therefore, some governments and states cannot reduce corruption without support from social sections, including the press. Molly Lien, counselor of the Swedish Embassy in Hanoi, said that to bring more cases of corruption to the light, the state should ensure that all people in both public and private sectors, press as well as individuals, can report what they know relating to potential corruption cases without fear of reprisal. They must be assured that information provided will be dealt with by authorities. The Vietnamese Government has completed the Draft National Strategy for Preventing and Combating Corruption Towards 2020. The strategy aims to send strong message that Vietnam won’t let corruption, even small-scale corruption cases, go unpunished, Ms Molly said. Martin Rama, Acting Country Director for the World Bank (WB) in Vietnam, said that despite financial reform and the State Budget Law, there are still snags in public spending at local levels in Vietnam. Due to problems with the public spending system, the WB has had to devise its own regulations for its public purchase projects. Greater transparency will leave fewer opportunities for corruption to occur, said Michael Michalak, US Ambassador in Hanoi. Transparency of information is a practical key in the fight against corruption in Vietnam. In addition, protecting whistleblowers is an effective way to help the Government to strengthen transparency because it will encourage more people to get involved in the anti-corruption struggle. The US is willing to provide technical assistance to Vietnam in drafting laws to protect whistleblowers. Tran Van Truyen, Head of the Government Inspectorate, said that there are three factors to ensure the efficiency of the anti-corruption struggle in Vietnam. First, Vietnam has completed an institutional system to carry out the anti-corruption struggle openly and transparently. Second, the country has launched a campaign within society, especially in the political system to improve the awareness of all organizations and individuals. Third, the country has implemented prevention measures, including administrative reform. On September 23, 2008, Transparency International announced the Corruption Perceptions Index in 2008. Vietnam ranks 121 out of 180 countries and territories, up two grades compared to 2007. The Draft National Strategy for Preventing and Combating Corruption Towards 2020 outlines five measures: increasing the openness and transparency of public affairs, minimizing conditions and opportunities that give rise to corruption in policy-making, development and enforcement of laws; controlling the exercise of State powers, and putting in place the public officials and civil servants system; perfecting economic management mechanisms for creating an equal, fair and transparent environment; improving enforcement and efficiency of inspection, oversight, supervision, auditing and dealing with corruption; and enhancing awareness among the public and promoting the role of the society in the anti-corruption effort.
