Lookatvietnam - President Georgi Parvanov of Bulgaria was the first caller of the Year of the Buffalo to Vietnam , bringing good luck to both nations with a number of accords of cooperation.

The Bulgarian President paid a three-day visit from Jan. 29-31, when the entire Vietnam was still in holiday to celebrate the biggest festival of the year.

Upon his welcoming ceremony on Jan. 31, President Parvanov entered into talks with his host, State President Nguyen Minh Triet to discuss concrete measures to develop cooperative ties in economics, trade and investment, culture, education and healthcare, especially in personal training.

The event was wrapped up with the signing of an agreement on legal and judiciary cooperation between the two Ministries of Justice and a programme of cultural cooperation for the 2009-12 period between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture of Bulgaria .

In a press briefing held after the talks, President Triet said Bulgarian investors are always welcomed to Vietnam , which would be a gateway into the Association of Southeast Asian Nations (ASEAN).

He also said he expected Bulgaria to create favourable conditions for Vietnamese goods to take a foothold into other markets of the European Union.

In return, Bulgarian President Parvanov reiterated support for Vietnam to sign partnerships treaties with other EU member countries, after emphasizing their mutual trust as a key factor to broaden bilateral relations.

“ Bulgaria has a number of advantages to offer Vietnam in cooperative relations, including pharmaceuticals, information technology and tourism,” said the Bulgarian President.

The two countries witnessed fine development of bilateral relations, both politically and economically. However, their trade revenues remained modest at some 80 million USD last year.

Later in the day, Parvanov also had talks with National Assembly Chairman Nguyen Phu Trong, who pointed out a need for the legislative bodies of the two countries to work together to speed up the deployment of the freshly signed accords.

Trong expressed thanks to the Government and people of Bulgaria for their good treatments towards the Vietnamese community in their country.

He expressed interest in expanding cooperation in a number of areas, ranging from economics to trade, tourism, agriculture, infrastructure development, transfer of technology, education and training, and labour.

“It’s great if Bulgaria will grant more scholarships for Vietnamese students,” said the NA Chairman.

In reply, President Parvanov expressed satisfaction at the recent fine development of bilateral relations in all fields, citing a five-fold increase in two-way trade revenues as the most noteworthy.

Along with Governmental cooperation, dialogues between the two legislative bodies have constantly increased and brought in practical results.

“ Bulgaria is also a close friend of Vietnam ,” he emphasised.

Parvanov said the two countries should work out concrete measures to develop economic relations and other areas, promote the establishment of joint-venture companies and increase exchange of visits and cooperation at the provincial and municipal levels.

He highly valued Vietnam ’s role in Southeast Asia and said the two countries should work together and support each other in developing Vietnam ’s ties with the EU and Bulgaria ’s ties with Southeast Asian nations
