The National Assembly Standing Committee Friday named the first ten cities and provinces that will abolish their district and ward legislative bodies, or People’s Councils.

The program to shrink the legislature was approved by a majority of deputies on January 15.

The first stage of the program, to be implemented in April, includes removing the legislatures from 99 districts and 483 wards in Hai Phong, Da Nang and Ho Chi Minh cities as well as northern Lao Cai, Vinh Phuc and Nam Dinh provinces; the central Quang Tri and Phu Yen provinces; and Kien Giang and Ba Ria-Vung Tau provinces in the south.

The People’s Councils of those cities and provinces will now have the power to select the jurors of district People’s Courts under the nomination of the city or provincial Fatherland Front Committee.

These councils will also have the power to dismiss the jurors if recommended by the city or provincial People’s Court Chief Judge and approved by the Fatherland Front Committee.

The Central Fatherland Front Committee is the umbrella organization for all social and political groups in the country.

The city and provincial legislatures are also responsible for supervising activities of the People’s Committee, People’s Court and People’s Procuracy at district levels.

They can also annul illegal resolutions adopted by commune legislatures and abolish the latter if residents’ interests are severely compromised.
