Grassroots-level mass mobilisation to be promoted

VietNamNet Bridge - The Party Central Committee’s Commission for Mass Mobilisation convened a national conference in Ho Chi Minh City on February 16 to review its work in 2008, draw lessons and put forward solutions to strengthen the bloc of great national unity.

Addressing the annual event, Ha Thi Khiet, head of the Commission and Secretary of the Party Central Committee, noted that mass mobilisation organisations better performed their role in making recommendations to the Party and implementing the Party’s guidelines and directives.

“They encouraged people of all social strata to implement anti-inflationary measures and prevent an economic slowdown, helping to reduce poverty, build a new cultural lifestyle in residential areas and promote the spirit of mutual assistance in the community,” said Ms Khiet.

Delegates agreed that together with the entire Party, people and army, mass mobilisation organisations made an important contribution to fulfilling socio-economic development tasks, ensuring national defence and security and maintaining political stability.

They said in 2009 and the following years, mass mobilisation work should be focused on grasping the Party’s viewpoint as well as Ho Chi Minh’s Thought on mass mobilisation and enhancing communications and education to promote people’s spirit of national patriotism and mutual assistance to overcome difficulties.

They said the commission should diversify means for mobilising the masses, launch and replicate exemplary role models, strengthen the leadership capacity of its organisations and their heads, and work closely with other agencies within the political system.

Truong Tan Sang, a Politburo member and permanent member of the Party Secretariat, praised Party organisations, administrations, armed forces, the Fatherland Front and the people for their achievements recorded in 2008.

He pointed out certain shortcomings in the work such as slow progress in keeping up with the country’s rapid development and weak capacity to mobilise the masses to promote democratic practices.

To better carry out the work in 2009, Mr Sang underlined the need to enhance communications, link efforts to the campaign of “Studying and Following the late President Ho Chi Minh’s Moral Examples” and define ethics standards for officials involved.

He said that the commission should better carry out role model movements and create new means for mobilising the masses at grassroots level and increase the supervisory role of the Fatherland Front, socio-political organisations and the people over administrations. In addition, it should effectively observe regulations on grassroots-level democracy, combat corruption, prevent waste and practise thrift.

“Party organisations, administrations, the Fatherland Front and socio-political organisations must be well aware of mobilisation work, considering it an important task in building a strong Party, administration, Fatherland Front and other organisations,” said Mr Sang.

The conference will close on February 17.
