2009 will focus on fighting corruption and dealing strictly with law-breakers in order to consolidate the public confidence.

A national conference was held in Hanoi on February 27 to discuss issues relating to the prevention and control of corruption and waste in line with the Resolution of the Party Central Committee’s 9th conference.

Among the participants were Truong Tan Sang, Politburo member and permanent member of the Secretariat of the Communist Party of Vietnam Central Committee, and Truong Vinh Trong, Deputy Prime Minister, member of the CPV Central Committee and deputy head of the central steering committee for corruption prevention and control.

The resolution aims to stamp out corruption, maintain political stability, boost socio-economic development and consolidate the public confidence, while building a powerful and transparent Party and State staffed by incorruptible State employees. It also lays out measures to promote the dissemination of information, increase public awareness and raise the responsibility of Party members, officials and workers when dealing with corruption and preventing waste.

Positive changes

Deputy PM Truong Vinh Trong stressed that it is essential to combine the fight against corruption and waste with the implementation of the movement “Studying and Following the late President Ho Chi Minh’s Moral Examples”. By late 2006 and early 2007, the municipal and provincial people’s committees and Party committees had begun to thoroughly grasp the contents of the Resolution. The public awareness of the dangers of corruption and waste has also been raised to reach a consensus on how to detect and deal with cases of corruption, he added.

In recent years, remarkable progress has been made in combating corruption and preventing waste as seen in a continual reduction in the number of serious corruption cases. This has demonstrated the firm resolve of the Party and the whole political system and society to combat corruption and waste.

However, there remain certain shortcomings in carrying out the Resolution at grassroots level, said Mr Trong.

He stressed that although Vietnam has made positive progress in preventing and combating corruption and waste, the corruption is still a problem of great concern among the public. Therefore, this year, it is necessary to speed up the implementation of policies and solutions in line with the Anti-Corruption Laws, and the Resolution on preventing and combating corruption and waste.

It is also important to intensify measures to detect and deal with corruptive behaviour, boost administrative reforms and build a strong and transparent party. In 2009, it is necessary to improve the effective of measures to clean up corruption in different fields, which will contribute to ensuring political and socio-economic stability and build up the public confidence in the Party and the State.

In 2008, inspectors conducted investigations into cases of corruption in the use and control of land, construction investment, and the financial dealings of enterprises. Nearly VND7,053.4 billion was found to have been illegally used while 237 collectives and 1,751 individuals were due to receive administrative punishments. 282 cases involving 622 defendants charged with corruption were filed.
