Lawmakers call for stricter copyright law

A majority of NA standing Committee members Tuesday called for stricter punishment for violations of intellectual property rights.

The NA Standing Committee Tuesday discussed the draft amended Intellectual Property Law and the draft Elderly People Law, both scheduled to be passed during a NA session later this year.

“The draft amended Intellectual Property Law should stipulate the value of fines based on the profits made from breaching copyright,” said Dang Vu Minh, chairman of the NA Committee for Science, Technology and Environment.

“Violations in software copyrights bring huge benefits so the current fine is not enough of a deterrent.”

The NA Law Committee suggested that video and audio media could be broadcast, without permission for noncommercial purposes, but broadcasters still have to pay royalties to the copyright owners at agreed rates.

The draft amended Intellectual Property Law also proposed an extension of the legal copyright term to 75 years from the current 50 years.

At the session Tuesday, deputies also agreed with a proposed draft of the Elderly People Law, which applies to Vietnamese citizens over 60 years old.

Deputy Tran The Vuong suggested the draft be amended to include foreigners who are living in Vietnam, adding there should be a survey of the number of “elderly” foreigners living here.

NA Deputy Chairman Uong Chu Luu said the current Elderly People ordinance already included elderly foreigners. In the context of economic globalization, it made sense to include them in the law, he said.

Deputies also called for the draft law to grant more benefits to poor elderly citizens.

The NA Standing Committee Tuesday also discussed proposals for low health service fees for the elderly with or without health insurance and cheaper tickets for flights, entertainment and funeral services.
