The Ministry of Planning and Investment (MPI) has submitted to the prime minister a package of measures that are expected to boost both the inflow and disbursement of foreign direct investment (FDI).

The measures are compiled under the following seven groups: law and policy; planning; infrastructure improvement; human resources; land clearance; investment decentralization and promotion.

The ministry will not issue licenses for projects with obsolete technology that is harmful to the environment. It will also not allow development of huge projects that use vast amounts of land.

It will also revise and announce infrastructure development plans from now until 2010 to be used as a foundation to attract FDI.

Priority will be given to projects dealing with water supply and drainage; environmental sanitation; the north-south freeway system; two economic corridors; the north-south high-speed railway system; railway routes that connect big seaports and big mineral ores; and internal rail routes in Hanoi and Ho Chi Minh City.
