ODA anti-corruption proposals due in March

The Japan-Vietnam joint committee to prevent ODA (official development assistance) corruption will release its first report next month, two leading Japanese newspapers reported Monday.

The committee, which comprises government representatives of both countries, was established after the Pacific Consultants International (PCI) scandal that broke out with the discovery that bribes were paid to obtain contracts for a major infrastructure development project.

Last week, a Japanese court found three PCI executives guilty of bribery in the case, which had led Japan to temporarily suspend aid loans to Vietnam last month.

Defendants in the case had admitted to bribing a senior Vietnamese official to secure contracts for road projects funded with Japanese aid money.

The joint committee is expected to suggest a new process for ODA funding and make proposals for new contract selection procedures that ensure transparency and fair competition.

In addition, the report would propose the establishment of a third party to regulate and supervise ODA funded projects, according to the newspapers Asahi and Yomiuri.
