HCM City is one of the ten provinces and cities where this experimental plan is implemented.

The plan will be immediately carried out in February. Accordingly, related ministries and state agencies will have to release guidance documents and set up a central steering board to implement the plan.

The experiment will finish whenever the National Assembly decides.

In April, state employees working at dismissed district-level People’s Councils will be assigned new jobs.

The experimental plan will be reviewed in December 2010.

The National Assembly Steering Committee ratified the resolution on experimentally abolishing district-level People’s Committees in the following ten provinces and cities: Lao Cai, Vinh Phuc, Hai Phong, Nam Dinh, Quang Tri, Da Nang, Phu Yen, HCM City, Ba Ria-Vung Tau, and Kien Giang.
