State officials will be trained at home and abroad.

According to the conclusion of the recent 9^th Party Central Committee conference, the personnel strategy from now to 2020 will see some changes. The strategy includes five missions and solutions.

There will be new criteria to assess the qualifications of and recruit state officials. State officials will receive frequent training.

They will be rotated to different agencies on a periodic basis. Party secretaries, chair-people of people’s committees, chief judges, chief procurators, chief inspectors at provincial and district levels and the chiefs of police, finance, tariff, customs agencies will not be citizens of the localities where they work.

The contingent of state officials will be streamlined towards improving qualifications, increasing the number of young and female, ethnic minority officials and officials who come from working-class families and families that have contributed to the country.

The Party Central Committee identified four missions in personnel tasks from now to the 11^th Party Congress:

Checking and adjusting personnel arrangement plans at all levels; designing a strategic personnel plan; finalising and fully implementing policies on elections within the Party, on personnel assessment; issuing and implementing other regulations on personnel tasks.

Researching, designing and implementing some schemes on a trial basis, including: grassroots Party congresses directly electing Party secretaries, vice party secretaries and the Party Standing Committee and changing the recruitment process of leaders at department and division levels, implementing an apprentice and trainee policy among officials.

Designing schemes on personnel, including the national strategy on talents and the national programmes on training officials, the mechanism of Party members and people supervising officials and personnel tasks, personnel streamlining, and others.
