Party Secretaries, Vice Secretaries and chairmen of Party Inspection Commissions from 16 provinces and cities discussed a draft strategy for the Party’s oversight and supervision until 2015 and a vision for 2025 at a workshop in Hanoi on March 16.

Delegates looked at the objectives of the Party’s inspection, supervision and disciplinary actions, as well as the duties of grassroots-level inspection commissions. They focused on establishing and increasing the authority of these commissions, completing the organisational structure of agencies under the commissions, and increasing the number of inspectors at all levels.

They also examined ways to raise the quality and efficiency of inspections and supervision within Party organisations and the entire political system, as well as implementing appropriate incentives for inspectors.

The delegates agreed to merge State Inspectorates with Party Inspection Commissions at the same levels to streamline the administrative structure. Also they gave inspection commission a mandate to take disciplinary action against Party members found guilty of violations.

Regarding the establishment of inspection commissions at all levels, some delegates proposed that all commissions should be elected by Party congresses at the same levels, while others felt that the grassroots-level commissions should be appointed by the Central Party Commission which is elected by the National Party Congress.

Concluding the workshop, Politburo member and Party Central Committee Secretary Nguyen Van Chi, who is also head of the Party Central Commission, acknowledged the delegates’ contributions and said that his organisation will gather opinions and revise the draft strategy for submission to the Political Bureau and the Party Central Committee.
