The Ministry of Home Affairs is working on a project to discover, foster and use talents to submit to the prime minister this October.

The prime minister in July 2007 assigned the Home Affairs Ministry to compile a decree on the policy to encourage talented people to work for state agencies. However, braindrain has continued at government agencies the past two years.

According to a report by the Home Affairs Ministry, up to 16,000 officials have left state agencies, including 6,500 in HCM City.

Besides the talent-attracting project, the prime minister asked the Home Affairs Ministry to develop experimental projects on promotion based on competition, defining positions and structures of state officials.

This ministry is also in charge of designing 12 decrees guiding the implementation of the Law on Government Personnel, including: a decree on inspections, a list of jobs state officials are banned from involvement in after retirement, a decree on titles, numbers, mechanisms and policies for officials at commune, ward and town-level agencies, a decree guiding the implementation of the Law on Government Personnel for chairmen of boards of directors, members of boards of directors, general directors and managers in state-owned companies and others.
