Property procedures cumbersome despite changes: city official

Residents in Ho Chi Minh City are dissatisfied with the new procedures for issuing house ownership and land-use right certificates despite the shortening of the process over the years, a city official said Tuesday.

The procedure was still complicated although it has been cut down to eight steps from 33, said Pham Phuong Thao, chairwoman of the HCMC People’s Council.

However, “the city authorities cannot solve the [procedural] problems as they wish because it is only the central government that has the authority to do so,” she said at a meeting between National Assembly (NA) deputies and municipal authorities, including the city People’s Council.

At the meeting, the NA delegates from HCMC admitted their supervisory trips so far had not been quite effective.

The city’s NA delegates also suggested that the national parliament increase the number of deputies tasked with supervising implementation of rules and regulations, and answer residents’ questions.

In 2008, the NA made 56 supervisory trips to HCMC, including a case in which there were five trips to check on the implementation of a resolution on vocational training and employment offers to rehabilitated addicts.
