To ensure that recession is avoided, it is imperative to implement properly the policies and plans coming out of the deliberations of the Politburo, the National Assembly and the Government, it said.

The Politburo has also called for timely, short-term measures to boost sectors that can still be developed, especially investment in infrastructure, agriculture and rural development.

It said banks should offer two-year loans instead of the current one-year term to encourage enterprises to invest in fields that have good markets; reduce interest rates on loans for development and social projects; increase support for farmers by providing credit for purchasing machinery to increase production; implement policies to support the poor; and increase fiscal efficiency.

Adequate preparations have to be made for dealing with natural disasters to minimize damages during the rainy season.

All government agencies and individuals should focus efforts on meeting the primary target, the Politburo said.

The Politburo had earlier said that concerted efforts by the society and the government have reduced difficulties posed by the global downturn, and maintained social and political stability.
