Prime Minister Nguyen Tan Dung on April 17 met with the party chiefs of Hainan Province and the Guangxi Zhuang Autonomous Region and the Iranian First Vice President in Hainan Province on the sidelines of the Boao Forum for Asia.

PM Dung discussed with Secretary of Hainan Province’s Party Committee Wei Liucheng measures to further Vietnam’s ties with Hainan province in particular in order to tap their potential.

They agreed to continue exchanging views on the establishment of a cooperation mechanism between Hainan and Vietnamese ministries, sectors and localities which will give a boost to bilateral economic, trade, tourism, and transport cooperation.

They also decided to step up cooperation in the Tonkin Gulf to better the implementation of the “two corridors and one economic belt” plan and enhance cooperation and coordination in executing the Agreement on the Tonkin Gulf Demarcation and the Fisheries Cooperation Agreement as well as in adopting a communication mechanism to serve search and rescue activities on the sea.

PM Dung spoke highly of the upcoming visit to Vietnam by the Chairman of the Hainan provincial people’s committee in June, expressing his belief that the visit would help promote mutually beneficial cooperation between Hainan and Vietnamese localities.

For his part, Wei said his province always attaches importance to developing an all-around and mutually beneficial cooperation with Vietnamese localities. He also pledged to do his best to make Hainan a good partner and a good neighbour of those localities, thus contributing to developing the China-Vietnam comprehensive strategic cooperative partnership.

Following their meeting, PM Dung and party chief Wei witness the signing of a number of cooperation deals between Vietnam’s Quang Ninh province and Hainan and between Vietnamese and Hainan businesses.

While receiving Secretary of the Guangxi Zhuang Autonomous Region’s Party Committee Guo Shengkun, PM Dung said he was pleased to see the recent developments in Guangxi province’s relations with Vietnamese localities and recognised the region’s contributions to the completion of land border demarcation and border marker planting.

Dung said he hoped that Guangxi will continue to work closely with Vietnam’s border provinces and the two countries’ relevant central agencies in the follow-up work and strictly observe the reached accords, decrees and agreements concerned border issues so as to build border area into the one of peace, stability and development.

PM Dung noted the need to increase cooperation and exchanges between local agencies and authorities to make the best use of an annual meeting between three Vietnamese border provinces and Guangxi.

He said he appreciated big Guangxi entrepreneurs’ investment in Vietnam, describing it as an active move to promote the border economic development.

The Vietnamese leader praised Guangxi for its successful organisation of five ASEAN-China Exhibitions and Trade Fairs and pledged to encourage more Vietnamese businesses to take part in the sixth exhibition, scheduled for late this year.

The Guangxi Zhuang Autonomous Region’s party chief assured PM Dung that Guangxi will collaborate closely with Vietnamese localities to make more contributions to further strengthening the two countries’ ties.

In his reception for Iranian Vice President Parviz Davoodi, PM Dung said he was delighted at developments in economic ties between Vietnam and Iran as two-way trade value recorded a 200 percent year-on-year rise in 2008 to reach 150 million USD. However, he viewed that economic ties remain below the two countries’ potential.

While affirming that Vietnam places importance to cooperation in energy with Iran, PM Dung suggested that the two sides actively prepare for the sixth meeting of the two countries’ joint committee and the signing of agreements on double taxation avoidance, investment protection and promotion, and customs and agriculture cooperation.

The Iranian Vice President expressed wishes for continuing to cooperate with Vietnam in oil and gas exploration and exploitation, road and railway infrastructure construction and agriculture.

He pledged that his country’s ministries and sectors will actively work with relevant Vietnamese bodies for the signing of the four aforementioned agreements, giving a boost to bilateral economic cooperation.
