Curb on state secrets planned to fight corruption

The government will narrow the domain of state secrets in a bid to minimize opportunities and conditions for corruption, according to a resolution issued under the 2020 Anti-Corruption National Strategy.

Signed by Prime Minister Nguyen Tan Dung Tuesday, the resolution says the civil services system will be comprehensively restructured and the quality of implementation improved toward preventing abuse and misuse of power for individual benefit.

The duty and authority of each management agency, and the responsibilities of each cadre, especially heads of agencies will be clearly specified and regulated.

The salary and allowances of state cadres will be increased to ensure higher living standards.

The resolution calls for structures to ensure fair competition in the market and for associations of enterprises and industries to be involved in policy and law making processes.

The names of individuals and organizations involved in corruption will be publicized and they will be strictly dealt with. Assets obtained from corruption will be seized.

The inspection, audit and investigation processes will be improved to make them more effective, as will the prosecution of people involved in corruption. People exposing corruption will be rewarded. Public awareness on anti-corruption measures will be improved.

The resolution requires relevant agencies to report to the Prime Minister their anti-corruption activities every three months, apart from periodic reports on the three implementation phases: 2009-2011, 2011-2015, and 2015-2020.
