Ministry announces anti-corruption measures for ODA bidding

A third party will oversee bidding activities to ensure transparency and effectiveness of contracts for projects funded by the Japanese government, the Vietnamese government said.

The party will join the board that appraises bidding documents both for consulting and construction packages, the Ministry of Planning and Investment said.

The move was in line with commitments between the Vietnamese and Japanese governments to prevent corrupt bidding for with official development assistance (ODA) projects.

The bidding overseers will be selected from officials from the ministry’s Bidding Management Bureau or qualified individuals or organizations as regulated under the Bidding Law.

Investors are required to supply the required information, which will be posted on Dau Thau (Bidding) newspaper and relevant websites.

For consulting packages of more than 100 million Japanese Yen (US$1 million) and construction packages of more than 1 billion Jananese Yen, investors must supply the names, and nationalities of bidders, and the value of the contract.

The ministry also said it was preparing an online bidding system but did not reveal when it would be ready for use.
