National Assembly debates draft laws

LookAtVietnam – Lawmakers discussed the draft laws on legal records and on representative offices of the Vietnamese state abroad, during the National Assembly session on Saturday.

Dong Nai deputy Pham Quoc Anh, Thanh Hoa deputy Vu Duy Hoa, and Ha Nam deputy Le Minh Hong suggested that the draft Law on Criminal Records should be expanded in scope.

Hong also recommended that the Ministry of Justice be assigned to implement the Law on Legal Records to avoid having to expand the workforce unnecessarily.

Most deputies agreed with the general outline of the current draft of the law, which would authorise the establishment of a national legal records centre but not provincial criminal records centres.

But a few deputies pointed to Article 18 of the draft law, saying that the duties of police offices to provide records of criminal and civil cases were not clear enough.

Others asked for elaboration of Article 45 on jurisdiction over issuance of legal records notices and the role of those in charge of the national legal records centre.

Hong, along with fellow deputy Danh Ut, said the draft needed to regulate the quantity of original legal records notices given to each individual at the time of each request.

Regarding the draft Law on Vietnamese Representative Offices Abroad, deputies urged the law to ensure the principle of consistency in Party and Government foreign policy.

Some recommended that the draft be re-organised to better ensure the logic and connection between articles.

The need to clarify the responsibilities and operations of State administration over foreign business activities abroad was also raised by lawmakers.
