Deputies concerned over land management, Hai Phong and Vientiane strengthen cooperation; environment; Party leader: Vietnam treasures its ties with China

Deputies raised their concerns over land management and the environment at the National Assembly’s question and answer session on June 12.

Regarding a question from NA deputy Le Minh Tien from Quang Tri province on the use of land, Minister of Environment and Natural Resources Pham Khoi Nguyen confirmed that the ministry will take back any previously allocated land that is being left unused or used for wrong purporses.

The ministry will check up on land allocated to 145,000 organisations, who between them manage 7.8 million ha, he added.

The ministry will also complete a land inventory and assessment by the end of 2009, the minister said.

In response to deputies’ concerns about the mushrooming of golf-courses, Minister Nguyen proposed that the Government needs to complete an overall plan on the building of golf-courses and direct localities to stop licensing them pending the plan.

In his opinion, golf-courses should not be allowed to use land that could be used for tourist activities, agricultural cultivation, cultural and sports facilities.

He also suggested restricting golf-courses to no more than 100 ha.

According to Minister Nguyen and the Minister of Planning and Investment Vo Hong Phuc, 41 out of 63 provinces and cities have golf-course projects, of which, Hanoi and central Binh Thuan provinces have the most at 19.

Of 166 ongoing golf course projects, covering about 52,000 ha of land, 145 have been granted land and 84 have received investment certificates.

Nguyen also answered questions on industrial waste water during the operations of bauxite mining projects in the Central Highlands, assuring the deputies that any water will be treated and reused and will not affect the central and western regions in the south.

Hai Phong and Vientiane strengthen cooperation

Senior leaders from the northern port city of Hai Phong and Vientiane province in Laos met in the Laos capital on June 12 to discuss measures to strengthen ties in the future, especially in economics, trade and tourism.

The Hai Phong delegation at the meeting was led by Nguyen Van Thuan, Secretary of the Municipal Party Committee and Chairman of the city’s People’s Council and the Vientiane delegation was headed by its Party Secretary Chansi Phosivanh.

Both parties informed each other on the current state of their socio-economic development, their potentials and strengths as well as policies to attract investment.

The Vientiane leader praised the Hai Phong people for their assistance to his province in building schools, providing technical equipment, seedlings and Vietnamese language training for Laos officials.

The Hai Phong Party Secretary confirmed that strengthening links with Laos in general and with Vientiane province in particular is a priority task for the Hai Phong authorities and its people.

However, the bilateral cooperation has only covered a few fields so far such as agriculture, seacooking, education and training, he said, adding that in the future, both should build a common principle of cooperation in the spirit of the Vietnam-Laos special friendship.

On June 11, the Hai Phong delegation was received by Laos Standing Deputy Prime Minister Somsavat Lengsavad, who stated that the delegation’s visit would begin a new chapter in the relationship between Hai Phong and Laos in general and with Vientiane city and Vientiane province in particular.

Party leader: Vietnam treasures its ties with China

The Vietnamese Party, State and people will try their utmost to maintain and develop their traditional friendship and cooperation with China , said Party General Secretary Nong Duc Manh in Hanoi on June 12.

While receiving a visiting delegation from the Communist Party of China (CPC) led by Li Yuanchao, Head of the Organisation Department of the CPC Central Committee, General Secretary Manh said that the visit reflects the attention Chinese leaders are paying to fostering ties between the two Parties and two States.

This is a vivid manifestation of the Vietnamese-Chinese strategic comprehensive cooperation partnership, he said.

The Vietnamese Party leader praised the effective bilateral cooperation shown between Vietnam and China at all levels, helping to bring the two countries’ strategic partnership to a new height.

He also praised the cooperation and mutual assistance in personnel training and party building work between Vietnamese and Chinese agencies.

For his part, Li said he was pleased to visit Vietnam , considering it a step forward in realising the strategic comprehensive cooperation partnership reached by the two countries’ leaders.

While appreciating the development of the friendship and comprehensive cooperation between the two Parties and two States, he also confirmed that the Party, State and people of China attach great importance to furthering ties with Vietnam .

Earlier the same day, the Chinese guests held talks with a Vietnamese delegation headed by Ho Duc Viet, Head of the Organising Commission of the Communist Party of Vietnam’s Central Committee.

During the visit, the two commissions signed a cooperative agreement on personnel training for the 2009-2015 period.
