Vietnam to build national ‘single window’ system

LookAtVietnam – The United States Agency for International Development (USAID) has cooperated with Vietnam Customs and the ASEAN Secretariat to organize a seminar that aims to help Vietnam launch a national single window system and join the similar regional network.

The two-day seminar, which began in Hanoi on June 29, focuses on the development of an overall plan on this system.

A single window system allows trade and transport-related parties to declare information and documents in standardized form once at a single location to complete all legal requirements concerning import, export and transit (regarding cargos, transport means and passengers.)

During the seminar, experts from the US, the ASEAN Secretariat, and Vietnam would present a series of issues such as ASEAN commitments to an ASEAN Single Window (ASW) and the implementation of ASW, an overview of the ASW project and efforts to support Vietnam’s National Single Window (NSW) system, technical and legal requirements for launching such a national mechanism, the single window from the private sector’s perspectives and other suggestions to hammer out the master plan for such a system.

The NSW system is expected to accelerate the pace of customs clearance, thereby improving trade effectiveness and competitiveness. Vietnam and other ASEAN nations have agreed to work out a NSW customs clearance mechanism by 2010 to achieve the ASW, which will link all NSWs to enhance economic and trade development in the region.
