The draft law on telecommunications has 10 chapters and 64 articles – 3 articles more than a previous version presented and discussed at the 5th session of the legislature in May.

Delegates focused on issues related to the sharing and use of telecommunication infrastructure, telecom market competition, the establishment of a public telecom fund and the management of telecommunications.

Many delegates said that the development and management of telecommunications has proven inconsistent in recent years, wasting investment capital and causing public dissatisfaction. To make full use of telecom resources and prevent waste, they asked telecom businesses to share technical infrastructure facilities.

They agreed to establish a public telecom fund to benefit people living in mountainous and remote areas.

Debating the draft law on radio frequencies, most delegates strongly favoured an article spelling out the role and functions of a committee on radio frequency.

In the morning, the lawmakers heard NA Vice Chairwoman Tong Thi Phong report the results of the recent 30th General Assembly of the ASEAN Inter-parliamentary Assembly (AIPA) held in Thailand. At that assembly, Vietnam took over AIPA Presidency and the task of hosting the 31st General Assembly in Hanoi in September 2010.
