Bac Kan Chairman blamed for bygones

| Chairman of Bac Kan province Truong Chi Trung has been critcised by the Party Central Inspection Committee for shortcomings when Deputy Minister of Finance.
The Party Central Inspection Committee on September 1 released a decision to reprimand the Chairman and Vice Party Chief of Bac Kan province for mistakes in the past.
Accordingly, From April 2002 to March 2008, as the Deputy Finance Minister, Trung ordered the application of commodity codes on digital TV signal receivers; the refunding of import duties to companies that imported goods for trade and then delivered them to export processing zones; and approved the inspection results of the Tan Tao JS Company.
Trung also signed dispatch 8842/BTC-TCT, which guided the re-registration of the starting date for enjoying corporate income tax reduction and exemption; he didn’t supervise the General Department of Taxation’s writing-off of debts for some companies and he agreed to the writing-off of debts for the Cuu Long Tobacco Company; he further instructed subordinates to implement the preference policy under the amended Corporate Income Tax law, which took effect on January 1 2004, resulting in some scandals involving some businesses and officials of the Finance Ministry.
The consequences of the above-mentioned mistakes were huge losses for the state budget and the prestige of the Finance ministry.
In the last two years, Bac Kan, one of the poorest provinces in Vietnam, has had two chairmen officially reprimanded.
In April 2007, former Chairman Ha Duc Toai was reprimanded by the Prime Minister for irresponsibility in guiding the Party cell of the Bac Kan People’s Committee to perform its duties under the rules of the Party and regulations of the Politburo.
