VietNamNet Bridge – Hanoi has set itself an ambitious personnel policy under which all officials managed by the local Party Committee must hold Ph.Ds by 2020.

Under the new strategy, the capital city’s goal is to have 100 per cent of officials of the People’s Committee holding at least a masters degree by 2020, half of them having Ph.D degrees.

In addition, 100 per cent of officials of the People’s Committees of communes, wards and towns must be at least graduates with 50 percent having masters and Ph.D degrees.

In the nearer future, by 2012, Hanoi aims to have 100 per cent of officials of the Hanoi Party Committee having at least masters degrees, with 50 per cent having Ph.Ds. All officials managed by the Hanoi People’s Committee must have postgraduate degrees, including 25 per cent with masters degree and 25 percent with Ph.Ds.

Also by 2012, chair people and vice chair people of communes, wards and towns in Hanoi will have to be at least a university graduate with 30 percent of them needing to have post-graduate degrees.
