Party officials of health ministry, court censured by inspectors

Communist Party inspectors have detected several shortcomings in management at the party units of the Ministry of Health and the Supreme People’s Court, according to an announcement made Friday.

The party’s Inspection Commission criticized party officials at the Health Ministry for poor financial and human resource management and delays in the implementation of the Law on Medicine. The officials were asked to review and improve their management skills.

The commission censured Deputy Health Minister Cao Minh Quang individually and proposed authorities impose “administrative measures” on him.

Quang was appointed to his position in February 2007. During his term Quang was involved in the controversial approval of two cervical cancer vaccines to enter the local market in 2008. Investigations found evidence of wrongdoing in the process.

The Inspection Commission also pointed out shortcomings and mistakes committed by the party units of the Supreme People’s Court including lax management, prolonged trial times in many cases, and handing down unclear verdicts and unlawful suspended jail sentences.

The party officials of the Supreme Court were given one year to correct their shortcomings before the next inspection, the commission said.

Party inspectors also censured Huynh Tan Thanh, chairman of Binh Thuan Province People’s Committee, for wrongdoing in granting investment licenses and handling subordinates’ violations.

Nguyen Sy Hung, chairman of state-owned Vietnam Airlines, was also found to have several shortcomings in management, but they were not serious enough to merit punishment, the inspectors said.
