PM to outline Vietnam’s stand at climate change conference
Published: 15/12/2009 05:00
| After his visit to Russia, Prime Minister Nguyen Tan Dung will go to Copenhagen, Denmark, today, to attend the global meeting on climate change - COP15.
PM Dung will participate in the UN conference on climate change in Denmark from December 16-18. It is expected that the conference will reach new international agreements to cope with climate change in the world after 2012.
Participating countries will discuss ways to strengthen capability in developing countries to adapt to climate change, such as developing and transferring technology, etc.
They will also discuss the amendments to the Kyoto Protocol, consider the implementation of the commitments to cut emissions in 2008-2012 and reach new commitments about cutting down emissions after 2012.
As a country that will suffer most from climate change, Vietnam will introduce its official stand about climate change at the conference.
Firstly, the earth is the home of everyone so all countries need to join hands to cope with climate change.
Secondly, developed countries must have commitments and targets for reducing emissions in the medium and long term, and considering it their duty. Their commitments must be measurable to keep the emissions concentration at 500ppm so the global average temperature will not rise by over 2C in late 21st century.
Thirdly, developed countries need to provide suitable assistance in terms of finance and technical transfer for the countries that suffer the most from climate change.
Fourth, developing countries need to contribute to global efforts through the development and implementation of national actions to reduce emissions in accordance with their sustainable development goals and assistance from developed countries and other international sources of assistance.
Fifthly, the UN framework convention on climate change and the Kyoto Protocol must continue to be the fundamental legal documents for the international community in coping with climate change. However, the Kyoto Protocol needs to be amended to be more effective in forcing countries with huge emissions to cut down emissions.
