Public Security Ministry investigation office head Lieutenant-General Hoang Kong Tu said his officers had established grounds to act against Tran Quang Vu, Tran Van Liem, Nguyen Van Tuyen and Nguyen Tuan Duong.

The charges stem from the quartet’s alleged violations in the purchase of a high-speed vessel, investment in a thermal power plant - and the sale of the mortgage of an affiliate of the State-owned group.

They are based on the documents, investigation findings and the confession of former Vinashin president and chairman Pham Thanh Binh, who is also in custody.

Lieutenant-General Tu said the detention and charges against the four accorded with Article 165 of the Penal Code.

Investigations are continuing.
