In an interview with Tuoi Tre, Party Central Committee’s organization board Vice Chief Tran Luu Hai confirmed that the direct election of the Party Secretary General will be decided by the 11th Party Congress.

“After pilot implementation of Party chief elections at lower levels, the Politburo will report the results to the Party Central Committee. The committee will offer the plan to the Party Congress for approval. If most deputies agree, the Party Secretary General will be elected by the congress,” Hai noted.

As direct election of Party chiefs is a new policy not stipulated in the Charter of the Communist Party of Vietnam and election rules in the Party, the Party Centre Committee decided to implement it on a pilot basis at provincial, district and commune levels. This form of election has been applied at 1400 grassroots party cells and 203 district party cells. According to Hai, grassroots Party Congresses were organized successfully.

The Politburo selected ten provinces and cities for direct election of party chiefs. Hai emphasized that this is a very meaningful policy that shows reforms in the Party’s leadership and enhanced democracy inside the Party.
