Prime Minister Nguyen Tan Dung praised the construction sector’s contribution to the writing of the Housing, Real Estate and Urban Planning laws in Ha Noi on Sept 17.

The effort had created innovative policies that both improved institutions and synchronised the law for the development of the country’s construction industry, he said.

It had all been part of the sector’s building of a system of policies, strategies, and planning for the development of the country.

Dung, who was speaking at the sector’s patriotism emulation congress, said the construction sector had made a great contribution to the country’s development of the past 50 years.

It had also executed successful campaigns of patriotism emulation during the past five years.

The renewal of management and equitisation and the focus on competitiveness and capacity had helped many of Viet Nam’s enterprises improve their capacity not only in their traditional fields but also in transport, oil and gas, heavy machinery and manufacturing.

The growth of the Construction Ministry’s enterprises had averaged above 20 per cent despite the global economic downturn, said the Prime Minister.

This had contributed considerably to the country’s economic growth.

Dung said that although the sector’s management had gradually improved, the quality of planning for urban development, especially personnel, technology and equipment needed attention.

He also asked the sector to defeat its weaknesses: A lack of synchronised management policies; a long-term perspective and management of construction investment.

He suggested the sector focus on improving its institutions and policies and start to study the renewal of investment management.

Administrative reform and personnel training must also be done properly, he said.

The sector also needed to attend to urbanisation, the defeat of corruption and economic spending.

It should tightly co-ordinate with relevant sectors when planning and be aware of the link between land-use, transport and urban planning.

The Construction Ministry must heighten its knowledge and vision and quickly implement detailed urban and rural residential planning.

And the general planning for construction in Ha Noi must be made available for approval soon.

The Prime Minister said the sector needed to strengthen housing development, particularly for low-income earners and residential development must be accompanied by close management of the real estate market.

Transparency and appropriate punishment for land speculation or market monopoly must be ensured, he said.
