Hanoi’s per capita income estimated at $2000

VietNamNet Bridge – In2010, the capital city’s GDP growth is estimated at 11 percent and per capita income is around VND37 million dong ($1900).

Speaking at the Hanoi Party Committee’s meeting on November 24, Hanoi Party Secretary Pham Quang Nghi said the growth is high but not sustainable.

According to a report presented at the meeting, Hanoi’s economy has recovered this year. The growth rate is higher than the yearly target and 1.64 folds more than the country’s average. Therefore the average growth rate for the 2006-2010 reaches 10.7 percent.

Le Van Hoat, Party Secretary of Me Linh district, said that the city obtained high growth rate this year because the rate was low last year, just 7 percent. Moreover, the city has had many activities to celebrate its 1000th anniversary and these activities have contributed to its growth. Hoat suggested that next year the city should be careful in setting the growth rate objectives.

Some district officials complained about administrative reform which doesn’t meet the city’s development needs.

Le Hong Thang, Party chief of Ha Dong district, said that the city approved a $200 million hospital project in his district but the project has not been implemented because of a lack of formalities on planning. He said officials of municipals departments caused difficulties for the investor and his district.

Vu Duc Bao, Party Secretary of Long Bien district, said that next year, administrative reform must be improved. “Cumbersome formalities are caused by municipal departments,” he stressed.

Nguyen Thi Bich Ngoc, Director of the Hanoi Department of Home Affairs, said that districts didn’t arrange their personnel properly. Up to 60 percent of employees who perform administrative reform are not long-term employees so they don’t devote themselves to the job.

Many district officials said that decentralization to districts is not good because they still have to seek permission from the superior.

Hanoi Chair Nguyen The Thao promised to strengthen decentralization.

Hanoi Party Secretary Pham Quang Nghi said that next year, the city will focus on developing infrastructure and dealing with violations in management.
