The northern province of Phu Tho and the Vietnam
Union of Friendship Organizations on December 29 celebrated the 52nd anniversary
of Victory Day of the Cuban Revolution.

The ceremony was attended by Cuban Ambassador to
Vietnam Fredesman Turro Gonzalez and representatives from the Vietnamese
Ministry of Foreign Affairs and the Central Commission for External Affairs.

Addressing the event, Vice Chairman of the Phu
Tho provincial People’s Committee Nguyen Ngoc Hai stressed that the event of
January 1, 1959 was a milestone in the world revolution history, when Fidel
Castro led the Cuban people to overthrow the Batista dictatorship and abolish
neo-colonialism in Cuba.

Over the past five decades, Mr Hai said, Cuba has
always supported and assisted Vietnam wholeheartedly. Phu Tho province alone has
also received sincere and precious assistance from the Cuban people and
revolution, which has improved the economy and lives of inhabitants in the
province.

Meanwhile, Ambassador Gonzales thanked Vietnam
for its support for Cuba, especially during the current difficulties. He also
asserted the ties of friendship and cooperation between the two peoples are
unbreakable.

The ambassador and his wife later offered incense
to the temple of the Hung Kings.

Party leader wants
more improvements

Party General
Secretary Nong Duc Manh yesterday, Dec 29, asked local Party committee and
government in Dinh Hoa District to focus on improving the life of locals and to
speed up both administrative reform and infrastructure construction.

The Party leader was
speaking at a meeting with voters from northern mountainous province of Thai
Nguyen to inform them of the results of the 12th National Assembly’s 8th
session.

At the meeting, Manh
urged Dinh Hoa District to make the most of its status as a former “safe zone”
during Viet Nam’s resistance war to boost socio-economic development and educate
young people about the country’s revolutionary tradition.

The province and
district needed to link up with other localities in the country to reap the
economic benefits of tourism, which was only at a ‘warm up’ phase although it
had huge potential and conditions were ripe for development. said Manh.

He also spoke about
the need for education and vocational training, stating that these were key when
it came to speeding up industrialisation and modernisation in the locality.

He pointed out
challenges the district faced, including unstable economic growth rate, low per
capita income, slow economic restructuring, the high poverty rate and poor
infrastructure.

District voters asked
the Government to provide funds, especially for building roads and improving
irrigation in the district to better preserve and promote local cultural and
historical values.

They also wanted the
Government to prioritise the recruitment of university graduates who are
originally from Dinh Hoa District to the local public service.

They also suggested
the Long Tong festival be considered as an intangible heritage of the Tay ethnic
people of Dinh Hoa District.

Manh pledged to
support Dinh Hoa people before wrapping up his visit at Ho Chi Minh
commemorative house in Phu Dinh Commune.

President calls on
judges to improve

President Nguyen Minh
Triet yesterday, Dec 29, called on the judiciary to improve their performance in
an attempt to create a breakthrough in the nation’s judicial reform.

Triet, who made the
remarks at a meeting of the Central Judicial Reform steering committee in Ha Noi,
said education and training were key factors in the reform. The President asked
for increased vocational training to be provided to grassroots judicial officers
to help improve the quality of their judgements. He also called on the sector to
strengthen the supervision and inspection on their performance.

According to the
Procuracy Department, the numbers of civil disputes increase from 10,000 to
15,000 a year. Consequently, the People’s Procuracy is working with the courts
to resolve the backlog in cases. In recent years, the People’s Procuracy has
worked closely with investigating agencies and courts at all levels to prosecute
and try major cases.

The meeting, under
the chairmanship of Triet, reviewed the implementation of judicial reforms in
recent years and discussed the establishment of People’s courts of first
instance and People’s procuracies at an inter-provincial level. The
establishment of those bodies would be the core of next year’s judicial reform
activities.

The President praised
the progress made based on the guidance of the Politburo’s Resolution on
judicial reforms until 2020. Triet highly spoke of the improvement in the
competence of provincial courts. The awareness of relevant sectors and bodies on
the Resolution had been boosted along with the improvement in the judicial
training and education, said Triet.

In pointing out the
drawbacks and challenges in carrying out the reforms, the President said the
public remained concerned about the need for transparency in the performance of
judicial officials who should focus on minimising the number of unjust verdicts.

Triet agreed with the
step-by-step plan on establishing the People’s courts of the first instance and
inter-provincial People’s procuracies. The courts and procuracies should be
quickly established in localities which had qualified officials and improved
facilities, said Triet. He also recommended that local judicial authorities that
were lagging on the implementation of the reforms should speed up their work.

The President
proposed to judicial bodies to draft detailed action plans to effectively
implement the reforms and insert step-to-step plans to establish People’s courts
of the first instance and People’s procuracies into their agendas for the new
year.
