| President Triet visits southern army unit President Nguyen Minh Triet yesterday, Dec 3, called on the commanding headquarters of Military Zone 7 in HCM City on the occasion of its 65th founding anniversary. He hailed its development and contribution to ensuring political security and social order in the south-eastern region. “This is a strategic region with nine provinces and a city and has a lot of socio-economic potential that is important to the whole nation,” he said. “Military Zone 7 needs to co-operate closely with authorities in provinces and HCM City,” he stressed. Lt Gen Trieu Xuan Hoa, the Zone commander, told the President that the unit has also made a big contribution to socio-economic development while ensuring security. It has succeeded in developing military expertise in many fields and in performing the tasks set at the Viet Nam Communist Party’s 10th Congress. Triet said this year Viet Nam has overcome many difficulties and challenges to achieve strong growth and raise its status in the global arena. Chinese Navy ship visits Da Nang The Chinese Navy’s frigate Xiangfan arrived in the central city of Da Nang on December 3, beginning a friendly visit to the city. The visit is aimed at enhancing friendship between Vietnam and China in particular and the two countries’ armies in general  | Photo: Vietnam+ | During its stay in Da Nang city, the delegation will pay courtesy visits to the leaders of the municipal People’s Committee, the High Command of Naval Zone C and the High Command of Military Zone 5. They will play volleyball against a team from the High Command of Naval Zone B and visit several beauty spots sites around the city. Earlier, on December 1-2, both Chinese and Vietnamese naval forces carried out their 10th joint naval patrol of the Tonkin Gulf, which is held annually. Both navies plan to conduct joint search and rescue drills on December 7. New rule requires specific plans for int’l conferences The Government yesterday issued a decision requiring both international and domestic organisations to submit specific plans to relevant authorities when organising conferences in Viet Nam. Under the decision, plans for foreign-related conferences, whether they take place in Viet Nam or both in Viet Nam and abroad, would be required to submit plans at least 20 days before the event’s opening day. The Government, ministries, district- level People’s Committees and central agencies will be responsible for granting operation licences to the conferences. The Ministry of Foreign Affairs will be in charge of managing and preparing an annual report of how foreign-related conferences operate in Viet Nam to submit to the Government. The ministry and relevant authorities have the authority to close unlicensed conferences. Vietnam underscores sustainable development at ICAPP A Vietnamese delegation led by Hoang Binh Quan, member of the Party Central Committee (PCC) and Head of the PCC Commission for External Relations, attended the 6th General Assembly of the International Conference of Asian Political Parties (ICAPP 6) in Phnom Penh from December 1-3. The participants issued the Phnom Penh statement, pledging to ensure peace, security and stability in the region based on the principles of sovereignty and territorial integrity; the right of self-determination on economic issues and the political and social regimes of each nation; non-interference in internal affairs; and peacefully solving territorial disputes in line with international laws. They pledged to cooperate to peacefully solve urgent issues of the region and the world, particularly poverty reduction, establishment of an open region, enhancement of economic and trade cooperation at regional and sub-regional levels, and turning Mekong sub-region into Asia’s sustainable agricultural growth centre. They emphasised the need to struggle for environmental protection, joining hands against natural calamities and diseases and the protection of cultural heritage sites, and called for national reconciliation in civil-conflict countries and a poverty reduction fund and micro-finance fund. They also proposed setting up organisations for women and youth in ICAPP and agreed to hold a tripartite meeting between political parties of Asia, Africa and Latin America. The Vietnamese delegation participated in all activities of the meeting and stressed sustainable development and the role of Asian political parties, proposed a mechanism for exchange of regional security issues and sought an increase in people-to-people exchanges, particularly among youth. The thee-day meeting drew 326 delegates from 89 political parties in 36 Asian nations, a number of heads of state and former heads of state, and observers from non-Asian political parties and organizations. ASEAN-EU relations conference to take place in Hanoi The third conference on ASEAN – EU relations called “Community-Building, Bilateral/Bioregional relations and economic diplomacy” will be held in Hanoi on December 9 and 10, said a press release of the Wallonia-Brussels Delegation to Vietnam. The conference will focus discussions on building political security, an economic and socio-cultural community, Vietnam-EU and ASEAN-EU relations, economic diplomacy in the 21st century, lessons from the Vietnamese Chairmanship of ASEAN, and the Belgian Presidency of the EU. “After the great success of the first two conferences in 2008 and 2009, this third conference takes place at a very special moment, at the end of a very successful Vietnamese presidency of ASEAN, and also the very successful Spanish and then Belgian presidency of the European Council. It will be an interesting opportunity to share experiences about this,” said Franck Pezza, chief representative of the Wallonia-Brussels Delegation to Vietnam. “This conference will also be an opportunity to celebrate the 20 years of diplomatic relationship between Vietnam and the EU and to look towards the future of a very rich and developing relationship,” he said.
